Captain Phil Altice was born in Miami, Florida and then moved to Astor in 1969. He came to the Sheriff's Office in November of 1981 as a Patrol Deputy. In 1984 he was assigned to the Crime Abatement Team. In 2003 Altice was promoted to Administrative Lieutenant in the Special Services Division and then was again promoted to Assistant Division Chief of Special Services in 2004.
During the course of his law enforcement career, Altice has attended and successfully completed many hours of specialized training to include: interviews and investigation techniques, sex crime investigations, and officer survival. Additionally, Altice has been the primary Marine Patrol and Marine Training Officer for this agency for many years. In addition, he was a founding member of the Putnam County Sheriff's Office Dive Team. While serving in this capacity Altice has been the lead Officer in many marine operations and waterborne search and rescue missions. In 1988 he attended the first Florida Marine Patrol Academy boating homicide investigations class.
One of Altice's major achievements was an investigation that he conducted in 1997, which resulted in the seizure of 5,958 marijuana plants. The seizure remains to be the largest of its kind by the Putnam County Sheriff's Office.
Altice has also received several awards during his 25 year law enforcement career. In 1985 the Palatka Jaycees selected him "Outstanding Young Law Enforcement Officer of the Year" In 1999 The Sons of the American Revolution presented him with the "Law Enforcement Commendation Medal". In 2001 he was voted "Special Services Deputy of the Year".
In addition to his law enforcement career achievements, Altice is known for his sense of humor and outgoing personality. While he is widely known as a law enforcement officer, he would like his lasting legacy in this agency to be that of a friend and servant of the people of Putnam County.
