Major Paula J. Carter was born in Palatka, Florida, attended local public schools, graduating from Palatka High School in 1979. After graduating, Carter attended Bethune Cookman College, until she decided to enter the field of Corrections. She attended and completed the Corrections Academy at the Saint Augustine Technical Center graduating in 1983.
Carter started her Corrections career at the Putnam County Sheriff Office in 1984. Since being hired, Carter has held numerous positions in the Corrections Division to include; Shift Supervisor (Sergeant), Administrative Lieutenant and is currently the Chief of the Corrections Division, holding the rank of Major.
Carter's experience and knowledge of Corrections has enabled her to assist other Correctional facilities in a multitude of areas. As a Certified Jail Inspector she partners with five county facilities, that includes Alachua, Gilchrist, Levy, Marion, and Sumter Counties. Carter is presently a member of the Florida Sheriff's Association, the City of Palatka Weed & Seed Offender- Reentry Board and the Lee Conlee House Domestic Shelter Board.
Throughout her career, Carter has received advanced training in a number of areas to include; Correctional Firefighting, Line Supervision, Middle Management, and Jail Administration at the United States Department of Justice, National Institute of Corrections, in Longmont Colorado. In 2002, Carter proudly graduated from Edward Waters College, with a Bachelor's Degree in Business Administration and Organizational Management.
In 1989 and 1990 Carter was chosen as Correctional Officer of the Year, by her peers. Carter is married to Alvin (Al) Carter and they are the parents of one son and one daughter. Major Carter is an avid Crescent City Raider and College Basketball fan.
