Alisha Sanders Kuleski was born April 2, 1973 at the Fort Carson Military Hospital in Colorado Springs, Colorado. Her father was enlisted in the US Army and her family moved frequently during her childhood. She spent time in New Jersey, Frankfurt and Babenhausen, Germany before moving to Stuttgart, Arkansas in 1982. She moved to Hollister, Florida in 1989.  Kuleski graduated with Honors from Interlachen High School in 1991. 

Kuleski was employed at Interlachen In & Out Hamburgers during high school. After graduation, she enrolled at St. Johns River Community College where she was also employed as a student worker in the Records Office. Kuleski became involved with the Palatka Fire Department Explorer Post in 1992-1993 and moved through the ranks up to Captain.  In 1993, she began her career with the Putnam County Sheriff's Office as a Communications Officer. In 2002, Kuleski was promoted to the rank of Sergeant as a Shift Supervisor. In 2007, she was promoted to the rank of Captain as the Assistant Division Chief of Communications.

Kuleski is currently the Emergency Medical Dispatcher Program Coordinator for the Sheriff's Office. She ensures that each communications officer receives approximately 40 hours of initial EMD training and oversees the continuing education credits that are used to maintain EMD certifications. She played an instrumental role in forming the Incident Dispatch Team and is currently the IDT Commander for the Sheriff's Office.  She is responsible for coordinating deployment of the IDT when requested by local, state, and federal agencies. Kuleski has responded to several incidents as a member of the IDT.  She was deployed to the Amtrak Train Derailment in Crescent City, FL in 2002, and also responded with the State of Florida Emergency Deployable Interoperable Communications System Unit to Waveland, MS in 2005 after Hurricane Katrina. In June of 2004, Kuleski was awarded that Sheriff's Commendation Medal for her rescue efforts during the Crescent City Amtrak Train Derailment. She is also the Secretary of the National Incident Dispatcher Association.

Kuleski has attended St. Johns Community College, St. Augustine Technical College, and Daytona Beach Community College.  She is a certified Emergency Medical Technician. She has successfully completed advanced training in Incident Command System.  She is certified as a Status/Check-in Recorder, Resources Unit Leader, and Demobilization Unit Leader. Kuleski is an instructor for the All-Risk Incident Dispatcher course and also the Florida Interoperability Network.

Kuleski is married to a Deputy Sheriff and they have two daughters. Her parents, along with her brother and sister live in Interlachen. She is a member of the Palm Coast United Methodist Church.  She enjoys spending quality time with her family when she is not working.
