Steve Rose was born in Charleston, South Carolina but moved quite frequently, due to his father being in the military. His father took a position as the Navy recruiter in Palatka, which brought Steve to Putnam County in 1977. Rose attended elementary, middle and high school in Interlachen, where he graduated from Interlachen High School in 1986. Rose went on to attend St. Johns River Community College but then transferred to Santa Fe Community College to seek a degree in Criminology.

It was in high school that Rose met his wife Deena. He decided that he wanted to marry his high school sweetheart; therefore he discontinued his post secondary education to obtain full-time employment. The two were married in 1988 and have two beautiful children, Kristen and Steven II. 

Rose felt the call to go into law enforcement in 1992; therefore he entered the police academy at the St. Augustine Technical Center. He graduated Valedictorian of his class and was sworn in as an auxiliary officer with the Palatka Police Department on the night of his graduation. Rose served in this capacity with the police department for one year and then became a full-time officer in 1993. During his time at the police department He was credited with several drug arrests and awards for his enforcement of the traffic laws of the state. After just one year, Rose accepted a full-time position on the bike unit where he served until taking a position at the Putnam County Sheriff's Office in 1995.

Rose began his career with the Sheriff's Office in the Patrol Division, which is where his passion is. He was awarded Officer of the Year in 1996 by the local chapter of the Veterans of Foreign Wars. Rose brought his experience concerning bicycle units to the Sheriff's Office from the Police Department and started a bike unit for the agency. Within a short period of time, he was selected as a member of the SWAT team and currently co-supervises that team. 

Due to his knowledge and perseverance, Rose was promoted to Sergeant in 1999 and then promoted to Lieutenant in 2001. It was in 2004 that he was promoted to his current position as the Assistant Chief of Patrol, with the rank of Captain.

During his law enforcement career, Rose has attended numerous incentive classes to enhance his law enforcement career. In 1998, he continued his post secondary education and obtained an Associate of Science degree in Criminology from St. Johns River Community College in 1999. To further his education, Rose entered the Bachelor Degree program at Flagler College and graduated Magna Cum Laude in 2005 with a Bachelors Degree in Public Administration.
